Job Summary: The Director of Emergency Management provides leadership, oversight, administrative, and planning support for emergency management and disaster preparedness activities in all occupied areas of the hospital as well as in coordination with Health Centers and affiliates. Responsible for developing, implementing, and maintaining a comprehensive and collaborative hospital emergency management plan. The plan includes responsiveness to the full range (i.e., all hazards) of internal and external situations that could impact the institution's environment of care. Compliant with current industry, national, regional, and local regulations, standards, and guidelines for hospital emergency preparedness. Coordinates disaster readiness training, including the execution of all hospital-wide emergency preparedness drills and event response. Leads and participates on internal and external taskforces, committees and agencies regarding emergency preparedness. Develops and maintains excellent working relationships with city, state, and regional emergency managers and responders and is the primary point of contact, assuring that plans are properly integrated and coordinated with the plans of other entities. Prepares, and maintains after-action reports on all exercises and events.

Job Description:

Essential Responsibilities:

Develops, implements, maintains, and monitors the institutional Incident Management System and manages the Emergency Operations Center.

Oversees the development, implementation and ongoing Emergency Preparedness education.

Assesses institutional hazard vulnerability and preparedness to respond to all types of emergencies. Ensures administrative and project management support is provided for work teams developing specific plans and processes associated with a variety of influx scenarios.

Develops quarterly and annual reports on the emergency management program and presents same to the Environment of Care Committee, the executive Operations Council, and to other venues, such as the Leadership Meeting, as appropriate.

Develops and maintains the hospitals 'all hazard' Emergency Operations Plan and Annexes. Ensures review and update of the plan at least every two years, and that the plan meets TJC, CMS and regional and local standards.

Oversees and coordinates a minimum of two full scale hospital emergency preparedness drills per year and includes community partners. Develops other more specific and frequent drills as deemed necessary.

Establishes and maintains the Decon program in collaboration with the appropriate local emergency responders, to assure adequate maintenance, training, equipment inventory, and drilling related to Decon management is completed as necessary.

Responsible for developing and managing capital, operating and grant budgets according to the hospital and grant budget cycles.

Represents the hospital on external committees, including: Health and Medical Coordinating Committee (HMCC); Massachusetts Department of Public Health Regional Planning Committee (MDPH); and integrates institutional activities with public health and safety agencies.

May have more than one direct report to supervise and manage programs at more than one hospital.

Has the authority to direct and support employees daily work activities. Has the direct responsibility to undertake the following employment actions: hiring, termination, corrective action and performance reviews. Direct Reports: 2-3 Indirect Reports: None

Has full responsibility for planning, monitoring and managing department budget.


Required Qualifications:

Bachelor's degree in Emergency Management or Healthcare related required. Master's degree preferred.

Maintains NIMS certifications

5-8 years related work experience required and 1-3 years supervisory/management experience required

Maintains comprehensive and current knowledge of hospital and health care industry related emergency preparedness regulations, standards, and best practices.

Must be available to respond to matters of urgency after normal working hours, carry a pager and other notification devices, and participate in on-call rotations as necessary.

Experience with computer systems required, including web based applications and some Microsoft Office applications which may include Outlook, Word, Excel, PowerPoint or Access.

Preferred Qualifications:

Knowledge of drill design, facilitation and execution.

Independence of Action: Ability to set goals and priorities for functional area. May make recommendations for department policies, practices and programs. Manager or Director provides broad guidance and overall direction.

Written Communications: Ability to communicate complex information in English effectively in writing to all levels of staff, management and external customers across functional areas.

Oral Communications: Ability to verbally communicate complex concepts in English and address sensitive situations, resolve conflicts, negotiate, motivate and persuade others.

Knowledge: Ability to demonstrate in-depth knowledge of concepts, practices and policies with the ability to use them in complex varied situations.

Team Work: Ability to lead collaborative teams for larger projects or groups both internal and external to the Medical Center and across functional areas. Results have implications for the management and operations of multiple areas of the organization.

Customer Service: Ability to lead operational initiatives to meet or exceed customer service standards and expectations in assigned unit(s) and/or across multiple areas in a timely and respectful manner.


Physical Nature of the Job:
Medium work: Exerting up to 50 pounds of force occasionally and or up to 20 pounds of force frequently. Job is physical in nature and employee needs to stand and/or move around through the majority of their shift.
