Under the guidance and direction of the VP, Laboratory Services, the Manager of BILH Phlebotomy Services provides administrative and management leadership to the BILH phlebotomy supervisors, and the phlebotomy services staff, as well as oversight of training, procedure review, personnel hiring, evaluation and disciplinary actions, staff development and competency assessment, budget developing and monitoring. The Manager contributes to the system’s mission and vision by ensuring that effective, efficient, safe, timely and patientcentered phlebotomy services are provided. The Manager works independently and demonstrates knowledge of the industry and advanced technical and administrative skills.
Job Description:
Essential Duties & Responsibilities including but are not limited to:
Operational Functions:
- Oversees and directs the phlebotomy supervisory team who lead the day-to-day phlebotomy operations in BILH’s draw stations to ensure the department is providing our patients with the most effective, efficient, safe, timely and patient-centered services possible, and to ensure that the needs of providers ordering lab tests and their patients are met.
- Uses performance improvement methodologies to constantly improve processes by removing variation and waste.
- Continually monitors the department’s key indicators’ outcomes. Uses this information to constantly improve department operations.
- Remains current on managerial and the field’s best practices and trends.
Personnel Function:
- Schedule staff to meet site workload needs.
- Participate in employment interviews and recommend qualified candidates for vacancies.
- Follow organizational and departmental policies for orientating and training new colleagues.
- Ensure all colleagues fulfill their annual mandatory requirements (competency, safety, education, etc.) and that documentation is prepared for each requirement.
- Discuss all staff performance and disciplinary concerns with the BILH HR Business Partner.
- Conduct counseling and disciplinary sessions with colleagues when performance warrants.
- Prepare required documentation.
- Prepare colleague performance appraisals to include past performance and new goals.
Fiscal Management:
- Prepare a budget annually with the VP, Laboratory Services. Monitor actual expenses to budget and explain variances.
- Adjust operations as needed.
- Contribute to department goal of optimization of resources and revenue enhancement.
Quality Control/Quality Assurance:
- With Phlebotomy Supervisors, ensure staff competency by reviewing and accessing skill sets and taking corrective action as needed.
- Ensure continuous quality improvement through active participation in the laboratory Quality Assurance programs as assigned.
- Value and respond to customer feedback by documenting all feedback in the laboratory CRM, taking corrective action or improving sub optimal services.
- Foster environment of continuous learning by providing continuous feedback to employees to effectively coach and mentor colleagues.
Administration:
- Ensure optimal utilization of staff and space.
- Set priorities and organize work time to meet them. Improve services by working with other department managers and colleagues to achieve a common goal. Support new ideas and changes within the department.
- Adapt to change and situations in a positive manner and work together to effect that change. Keep all colleagues updated on industry changes, current system changes, memos, and miscellaneous information. Accept, complete, and report on special assignments within the agreed upon time.
- Communicate with colleagues through regularly scheduled laboratory meetings. Encourage input from members of the team.
- Set a positive example by maintaining a productive and cooperative working atmosphere. Work collaboratively to solve problems, to improve processes, and to integrate services within the department and with other departments.
- Develop a proactive plan to meet future departmental/organizational needs.

Qualifications:
- A minimum of 10 years of phlebotomy experience required
- A minimum of 5 years of supervisory/managerial experience required
- A minimum of 3 years of phlebotomy experience in a commercial laboratory environment desired A college degree desired
- Certification in phlebotomy desired
Skills, Knowledge & Abilities:
- Ability for strategic thinking, decision making, leadership and organizational planning,
- Knowledge of clinical tests and standards necessary to perform complex tests and accurately report result.
- Analytic ability to perform complex tests, interpret findings, perform calculations, calibrate instruments, etc.
- Ability to concentrate for long periods of time, utilize good judgment, work accurately under pressure and handle stress to meet deadlines.
- Manual dexterity and acuity necessary to prepare specimens, prepare solutions, screen specimens, and operate instrumentation and a computer.
- Interpersonal verbal and written English language skills sufficient to exchange information with physicians and other colleagues.
- Experience with Epic desired.
Pay Range:
$93,600.00 USD – $125,973.00 USD
The pay range listed for this position is the annual base salary range the organization reasonably and in good faith expects to pay for this position at this time. Actual compensation is determined based on several factors, that may include seniority, education, training, relevant experience, relevant certifications, geography of work location, job responsibilities, or other applicable factors permissible by law.
