The Immigration Program Manager plays a critical role in supporting Beth Israel Lahey Health’s (BILH) immigration efforts. This position collaborates closely with Human Resources, employees, and both internal and external legal counsel to guide candidates and colleagues through complex immigration processes with clarity and care.As part of the HR Operations team, in this role, you will focus on compliance, risk management, and employee experience. You’ll also manage immigration activities, ensuring adherence to local regulations and providing strategic guidance to internal teams and external stakeholders. Through strong vendor partnerships, thoughtful program design, and proactive communication, you’ll make a challenging process feel seamless and navigable for employees and hiring managers alike.
**Hybrid/Remote-this position is on-site in Charlestown on Wednesdays.
Job Description:
Essential Duties & Responsibilities, including but not limited to:
- Serve as the primary internal contact for employee inquiries regarding visa requirements and procedures.
- Manage end-to-end processes for J-1 and H-1B visa applications, including coordination with external counsel and timely case progression.
- Oversee green card/PERM processes and work authorization maintenance.
- Ensure timely visa extensions and renewals, keeping employees and managers informed throughout.
- Assist with assembling application and petition packages and filing with USCIS or other appropriate agencies.
- Maintain immigration files and ensure I-9 compliance.
- Ensure all immigration matters align with BILH’s immigration policy.
- Serve as the subject matter expert and advocate for a positive employee experience in global immigration matters.
- Manage relationships with immigration counsel and talent mobility vendors, including SLAs, performance reviews, and issue resolution.
- Provide direction and support to embedded/on-site immigration vendor resources.
- Collaborate with Recruiting, Legal, and HR Business Partners to advise on immigration strategies for hiring and retention.
- Monitor immigration-related publications and regulatory updates, sharing insights with relevant stakeholders.
- Ensure public access files are maintained for non-immigrant cases.
- Communicate effectively with candidates, internal clients, and government agencies.
- Handle escalations and resolve complex immigration issues with practical, tailored solutions.
- Develop scalable workflows and policies to streamline immigration and mobility operations.
- Leverage automation and analytics to:
- Predict bottlenecks and optimize workflows.
- Automate case management tasks.
- Enhance employee self-service tools.
- Generate actionable insights for strategic decision-making.
- Create and maintain immigration-related content, policies, and self-service resources.
- Provide training and strategic advisory to HR, recruitment, and mobility teams.
- Design resources and communications that simplify immigration transitions for employees and managers.
- Generate reports on immigration volume, trends, and metrics.
- Monitor vendor reporting and internal data for accuracy.
- Conduct risk assessments and ensure data governance practices are in place.
- Deliver clear, supportive guidance to employees and managers navigating immigration processes.
- Build sustainable, automated workflows that reduce processing time and improve compliance.
- Align internal and external stakeholders around high-quality, employee-centered outcomes.
Minimum Qualifications
Required:
- 5–8 years of progressive experience in U.S. immigration, global mobility, or related program management.
- Bachelor’s degree in Law, Business Administration, Human Resources, or a related field (or equivalent experience).
- Deep expertise in U.S. immigration processes, including non-immigrant visas (H-1B, O-1, L-1, TN, OPT/STEM OPT) and employment-based green cards (PERM, I-140, I-485).
- Proven ability to manage external immigration counsel and vendor relationships, including onsite resources.
- Strong project management skills with experience leading cross-functional programs and driving scalable, well-governed solutions.
- Excellent written and verbal communication skills; able to simplify complex information for diverse audiences.
- Experience working in fast-paced, high-growth environments with multiple stakeholders.
Preferred:
- Knowledge of global immigration frameworks and country-specific compliance requirements.
- Experience using AI, automation, and analytics to improve immigration processes and employee experience.
- Strong consultative and strategic advisory skills; able to influence leaders and balance compliance, cost, and employee needs.
- Skilled in building governance frameworks, audit procedures, and automation to safeguard compliance and data integrity.
- Demonstrated ability to navigate ambiguity and design adaptable programs.
- Prior experience scaling immigration programs during organizational change.
- Global immigration experience is a plus.
