The VP, Talent Acquisition (TA) reports to the EVP, Chief Human Resources Officer and is a member of the Human Resources leadership Team (HRLT). This role is critical to BILH as it provides strategic leadership, vision, and operational oversight for all talent acquisition activities (excluding executives and physicians) across Beth Israel Lahey Health.This leader is responsible for designing and executing a comprehensive talent acquisition strategy to attract, engage, and retain high-performing clinical and non-clinical talent. The VP, TA will ensure recruitment practices align with the system’s mission, values, goals, and workforce planning priorities.
This includes responsibility for interacting with business leaders and HR Business Partners to understand how to best position the Talent Acquisition team to support the hiring demands and competition for talent, which is pivotal to the enduring success of the organization. This role is responsible for, but not limited to, role-based recruiting, university relations, digital acquisition strategies, employment branding and experience, and strategic talent sourcing.

Primary Responsibilities:
Oversight for all Talent Acquisition initiatives across multiple locations at BILH in a highly competitive labor market.
Builds a recruiting function that is flexible enough to quickly respond to ever changing organizational priorities, as well as, adapt and apply new approaches to different scenarios; monitors the recruiting workflow and provides direction for prioritizing the requisition load to ensure attainment of service level expectations; provides innovative solutions to meet the staffing needs of the organization.
Acts as a recruiting expert and advisor to the organization for all system staffing needs and recruitment efforts; serves as a consultative resource, active member and a trusted advisor.
Oversees job posting contracts, placement fees, agencies, Recruiting Process Outsourcers (RPOs), temporary staffing costs, employee referral programs, etc.
Establishes a budget, ensures oversight, tracks, monitors and reports on costs throughout the year; negotiates fees with vendors, reviews contracts and identifies cost saving opportunities.
Owns and oversees the web-based applicant tracking system; provides direction on capitalizing on system capabilities to streamline efforts, implements efficiencies, and produces key reports and tracking recruiting metrics.
Produces key reports and metrics to key stakeholders which includes optimizing technology and analytics in a matrixed environment.
Develops strategy to manage a recruiting pipeline for proactive sourcing opportunities through specialized programs and targeted sourcing channels; directs innovative sourcing opportunities through specialized programs and targeted channels.
Partners with HR leadership to tailor recruitment strategies based on success metrics that identify and attract a slate of top caliber candidates; defines selection criteria for use in recruitment and development of potential candidates.
Oversees the coordination of digital initiatives within strategic recruitment campaigns; ensures digital initiatives are launched in a cost effective and time efficient manner; responsible for tracking and communicating the ROI of recruitment initiatives and placements; oversees the development of BILH recruitment social media strategy.
Performs a comprehensive analysis of all recruiting initiatives, identifying both the effective areas and the areas of opportunity; proposes recommended changes in strategy based on the data analyzed.
Leverages digital tools and techniques to increase efficiency with time-to-hire, reach a highly-qualified passive candidate pool, and ensure positive candidate experience.
Develops and implements Service Level Agreements (SLAs) for talent acquisition staff and holds team accountable to service levels, along with metrics and KPIs.
Ensures staffing and hiring practices are following all compliance guidelines and applicable laws.
Required Qualifications:
Bachelor’s degree in Business, Human Resources or related field required.
15 years of progressive experience across in HR and Recruitment in a highly matrixed environment.
Strong background and recent experience in human capital management systems, change management, complex transformations and continuous process improvement.
Have scaled systems in a fast paced and changing environment, and possess excellent project and time management skills, with the ability to meet deadlines. Ability to plan, establish and manage a budget.
Must have experience with selection, implementation and management of HR technologies, vendor management, HR data management, project management, change management and people management.
Prior experience implementing, managing and integrating new systems.
Strong working knowledge of data privacy laws.
Must be a strategic thinker with confidence and speed in execution.
Strong presentation, facilitation, and negotiation skills.
Excellent oral and written communication skills.
Ability to think systemically and consult strategically will all levels of management.
Strong leadership skills with the ability to know when to shift the approach and when to stay the course in the face of changing demands; setting examples of adaptability.
High energy with a strong work ethic. Not easily discouraged by the challenging agenda.
Prior management experience in health care system.
Demonstrated leader through service orientation; sense of urgency and follow-up and responsiveness; high-level of personal integrity and confidentiality.
Ability to work well under pressure and flexible in adapting and responding to changes
